After changing the regulations to attract a larger range of bidders and promote the quicker building of new offshore wind farms, the Japanese government expects to begin public auctions by the end of this year.
The suggested modifications would limit the number of bids that one consortia may place when several ocean areas are auctioned and offer operators who submit early start-up dates a higher evaluation score. All bids that are below the market price will be given an equal score in the evaluation procedure when evaluating price in order to deter auctions that concentrate just on price.
