Despite developer objections, the Massachusetts Department of Public Utilities (DPU) approved power purchase agreements for the Mayflower Wind and Commonwealth Wind projects.
Avangrid had requested that the state DPU cancel its contracts, while Shell New Energies, EDP Renewables, and Engie had requested that Mayflower Wind be delayed. The developers have expressed concerns about inflation and the economic viability of the current contracts, but the state DPU's decision effectively forces the developers to proceed regardless.
