Fraunhofer IWES has completed a site condition monitoring campaign in Liivi Bay, Estonia, for the development of the Liivi offshore wind farm, commissioned by Enefit. The campaign deployed the Fraunhofer IWES Stage 3+ Wind Lidar Buoy, a floating lidar system, together with co-deployed oceanographic sensors to collect a year of data, including wind profiles, turbulence intensity, and wave and current parameters.
The measurement campaign ran from October 2024 to December 2025. During the sea ice season, the wind lidar buoy was temporarily removed from site as a precaution against ice damage. To maintain data continuity, a parallel onshore lidar campaign was carried out on Kihnu Island, providing a reliable wind measurement reference during this period.
A horizontal transfer modelling approach, based on an offshore-calibrated atmospheric flow model, was applied to address the data gap caused by the buoy’s absence and to complete the dataset.
