The Clean Energy States Alliance has updated its Offshore Wind Power Hub map to show offshore wind projects in the USA affected by federal scrutiny and legal challenges. The update provides revised status information on projects facing permitting delays, stop-work orders or additional federal review. The latest revision covers Ørsted’s 924 MW Sunrise Wind project offshore New York.
A federal judge recently allowed construction to resume, overturning a stop-work order issued by the Department of the Interior in December 2025. The project is expected to be completed in 2027 and is planned to supply electricity equivalent to the annual consumption of around 600,000 homes.
Since January 2025, federal actions have targeted offshore wind development in the USA, including a Presidential Memorandum that temporarily paused permitting and future lease sales. Although the Memorandum was later overturned by a federal court following a lawsuit from 17 states and the District of Columbia, stop-work orders were issued in December 2025 to five offshore wind projects under construction, citing national security concerns. Sunrise Wind was the final project to have its stop-work order lifted.
The Offshore Wind Power Hub provides updated information on projects, lease areas, ports and grid landings, and includes details on development stages, contracts, permits and construction. A new filter highlights projects affected by federal intervention, with orange markers indicating projects where permits were withdrawn, construction halted or additional reviews required.
