Germany’s Federal Maritime and Hydrographic Agency (BSH) has published the second amendment to the 2025 Site Development Plan (FEP) for offshore wind. The changes include revised capacity densities, new site configurations and changes to the timing of selected sites in the German North Sea. In area N-10, the planned capacity densities have been reduced and a previously planned 2 GW site has been divided into two smaller sites. The total area has also been expanded from 195 km² to 259 km².
In area N-10, the planned capacity densities have been reduced and a previously planned 2 GW site has been divided into three sites. N-10.1 has been reduced from 151 km² to 87 km², with its planned capacity reduced from 2,000 MW to 1,000 MW. N-10.2 has been increased from 31 km² to 45 km², with a planned capacity of 500 MW. The new N-10.3 site covers 92 km² and has a planned capacity of 1,000 MW.
The revised plan brings capacity densities closer to a limit of 8 MW/km² advocated by the German Offshore Wind Energy Association (BWO). Lower capacity densities can reduce wake effects between turbines and potentially improve electricity yields.
Five sites planned for tenders in 2027
The plan provides for tenders covering a total of 4 GW across five sites in 2027:
- N-10.1: 1 GW
- N-10.2: 500 MW
- N-10.3: 1 GW
- N-13.1: 500 MW
- N-13.2: 1 GW
The smaller site configurations allow for tender lots of different sizes, including sites with a planned capacity of around 1 GW.
