WavEC Offshore Renewables will hold its annual international seminar, “WavEC Lisbon 2025 – Portugal and Brazil: Transatlantic Alliance to Boost Floating Wind,” on 4 December 2025 at the Museu do Oriente in Lisbon. The event takes place as Portugal reassesses its offshore wind timetable following recent statements from the Ministry of Environment and Energy Transition that development will progress only when economically feasible. Discussion is expected to centre on the conditions required to support cost-effective and sustainable floating wind.
Brazil continues to advance early-stage offshore wind activity, with energy companies such as Petrobras working on feasibility studies, pilot projects and emerging regulatory processes.
The seminar is supported by organisations from the energy, engineering and industrial sectors. Contributors include ATE, ISQ, Miranda e Associados, DNV, ETERMAR Energia, ERM, Grupo ETE and MDS, with support from the EU-funded WindTwin project. Strategic partners are Qair Offshore and TYPSA Offshore Energy, with further input from Gazelle Wind Power, CorPower Ocean, SAITEC and Veritas Group.
The programme comprises four sessions:
The first session, Investment and Financing Opportunities, will examine approaches to creating viable offshore renewable energy models. Speakers include Daniela Ribeiro of DNV, Jean-Paul Prates of CERNE, Elbia Gannoum of ABEEólica, Pedro Amaral Jorge of APREN, and Cristina Ortuño of ERM Iberia.
The second session, Joint Industrial Development and Supply Chain Cooperation, will review how Iberia and Brazil may coordinate manufacturing, infrastructure and logistics. Speakers include David Carrascosa of SAITEC, Javier Abanades of TYPSA Offshore Energy and Pablo Alcón of Qair Offshore.
The third session, Driving Innovation: From Research to Market Readiness, will consider how research activity can support floating wind technologies on their path to deployment. Speakers include Andreia Fernandes of ATE, Álvaro Ortega of Gazelle Wind Power, Manuel Rocha of CorPower Ocean, André de Almeida Santos of Indico Capital and Ricardo Pereira of WavEC.
The final session, Building Sustainable Offshore Wind: Environmental and Social Pathways, will address environmental management, licensing processes and community engagement. Participants include Eduardo Wagner of IBAMA, Domingos Leitão and Venina Ribeiro of STRIX International, Alexandra Silva and Pedro Brito of IPMA, Sérgio Iani Godinho of Veritas Group, João Silva Rodrigues of SGS, and Thomaz Xavier of RCGI.
The seminar will close with a reflection on lessons discussed during the day and outline possible next steps in advancing cooperation between Portugal and Brazil in floating wind.
