The Asian Development Bank (ADB) has joined the Global Offshore Wind Alliance (GOWA), strengthening efforts to support offshore wind development across Asia and the Pacific. The region is expected to play a significant role in the next phase of global offshore wind growth, with an increasing number of countries moving from target-setting to project development and market deployment. Expanding offshore wind capacity will require greater cooperation on supply chains, infrastructure, financing and knowledge sharing.
Governments across Asia and the Pacific are incorporating offshore wind into strategies aimed at enhancing energy security, supporting economic development and reducing carbon emissions. Achieving these objectives will depend on access to financing, technical expertise and supportive regulatory frameworks.
As a multilateral development bank, ADB supports offshore wind development through financing, technical assistance and policy advice. Its participation in GOWA is expected to contribute financial, technical and policy expertise to the alliance’s network, while supporting knowledge exchange and market development activities.
ADB has been involved in offshore wind market development across several developing member countries, helping to establish conditions that can support future investment in the sector. Through its membership of GOWA, the bank's experience and expertise will be shared more widely across the alliance's global network.
