The EFTA Surveillance Authority (ESA) has approved a state aid scheme to support the development of floating offshore wind projects in Norway under the Clean Industrial Deal State Aid Framework. The scheme is intended to accelerate small-scale projects and contribute to lowering future costs for larger floating wind farms.
The scheme has a budget of up to NOK 10 billion and will operate through several competitive bidding rounds. It will run until 31 December 2030 and replaces an existing programme approved in 2023 under the former Temporary Crisis and Transition Framework, which ends in December 2025. Enova, a state-owned enterprise under the Ministry of Climate and Environment, will administer the scheme.
ESA concluded that the measure is compatible with EEA state aid rules and raised no objections to its implementation.
