The Philippines’ Department of Energy has issued the notice of auction and terms of reference for the fifth round of the Green Energy Auction (GEA-5), marking the country’s first competitive tender for fixed-bottom offshore wind. The round offers 3.3GW for delivery between 2028 and 2030 to support the integration of large-scale offshore wind into the national energy mix.
The terms of reference set out participation requirements, timelines, and evaluation procedures, and confirm the focus on fixed-bottom projects given current grid and port capability. The supply delivery period runs for 20 years, with green energy tariff payments beginning once projects are commissioned and registered with the Wholesale Electricity Spot Market.
The terms also introduce an enhanced offshore wind infrastructure plan covering grid connection, port access, logistics, and project milestones. The process involves both developers and government agencies.
Successful bidders will receive priority endorsements for facility studies, renewable energy payment agreements, grid connection, and port scheduling. Pambujan Port in Camarines Norte and Sta. Clara Port in Batangas have been identified as installation ports. Developers must now prepare registration materials including wind resource assessments, infrastructure plans, and corporate documents.
