The Spanish wind sector has welcomed the approval of Royal Decree-Law 7/26 by Parliament. The legislation introduces measures aimed at strengthening legal certainty for renewable energy investments. It addresses delays in project development by allowing administrative timelines to be paused during legal proceedings, reducing the risk of projects missing regulatory milestones. Repowering of wind farms is also supported under the new framework.
Projects classified as priority energy developments will benefit from streamlined permitting procedures and a revised environmental assessment approach. This approach focuses on the incremental impact of upgrading existing installations rather than reassessing original site conditions. The sector considers repowering important for increasing energy output per MW installed and improving system stability.
The decree also includes provisions to reduce electricity taxation, with the aim of supporting consumers and encouraging further electrification. Lower exposure to gas price volatility remains a key objective in improving the resilience of the power system.
In addition, the legislation introduces Renewable Acceleration Zones, intended to facilitate faster deployment of wind and other renewable projects while maintaining environmental safeguards. Their implementation will require coordination between national and regional authorities.
A voluntary Social and Territorial Excellence Standard is also proposed, aimed at encouraging projects that deliver broader local benefits. This framework is expected to apply to projects developed from the end of the decade.
The decree further includes provisions related to sharing benefits with local authorities for certain grid-connected installations, with further assessment required to balance local contributions and project viability.
Overall, the measures are intended to support continued expansion of wind energy capacity, including offshore wind, while improving investment conditions and system integration.
