Poland has raised its offshore wind energy target, expanding the auction capacity from 5 GW to 12 GW for the period 2025–2031. The updated auction schedule now includes 4 GW each in 2025 and 2027, and 2 GW in both 2029 and 2031.
This increase will enable Poland’s energy regulator (URE) to conduct a 2025 offshore wind auction for up to 4 GW, provided it remains within the European Commission’s 20% budget threshold. These changes result from consultations with the European Commission and an amendment to the RES Act in August 2023. The increase in capacity volume is contingent upon the European Commission's approval, which must verify the compliance of the measures with EU market rules. The expanded capacity in 2025 will not be regarded as new state aid, as the budget remains within the 20% threshold.
