The State of Rhode Island, the State of Connecticut and Katherine Dykes, Commissioner of the Connecticut Department of Energy and Environmental Protection (the State Plaintiffs), have also filed a motion for a preliminary injunction in the United States District Court for the District of Columbia challenging a lease suspension order issued by the Bureau of Ocean Energy Management.
According to the court filing, the State Plaintiffs are seeking to stay and enjoin enforcement of the suspension order while the case is under judicial review. The order, issued on 22 December 2025, directs the suspension of all ongoing activities related to the Revolution Wind offshore wind project for at least 90 days.
The motion argues that the suspension order is unlawful and that continued enforcement would cause irreparable harm to the states’ interests, including electricity reliability, climate policy objectives and economic activity linked to the project. The filing states that Revolution Wind has received all required federal approvals following extensive environmental and regulatory reviews.
The case relates to the Revolution Wind offshore wind project under construction off the US east coast. The court has not yet issued a decision on the motion for a preliminary injunction.
