NYSERDA has decided not to proceed with final awards for the three provisional offshore wind projects selected from the state’s third solicitation for bids, which commenced in 2022.
In late October 2023, NYSERDA competitively selected three offshore wind projects: Attentive Energy One developed by TotalEnergies, Rise Light & Power, and Corio Generation (1,404 MW); Community Offshore Wind developed by RWE Offshore Renewables and National Grid Ventures (1,314 MW); and Excelsior Wind developed by Vineyard Offshore (1,314 MW). Additionally, this procurement included a $300 million award to support blade and nacelle manufacturing facilities in the Capital Region. However, in April 2024, NYSERDA announced the conclusion of the solicitation without making any final awards. Subsequent to the provisional award announcement, significant modifications to projects bid caused technical and commercial complexities between provisional awardees and their partners, leading to challenges in reaching agreements.
