The European Commission has approved a Danish state aid scheme to support offshore wind energy in line with the objectives of the Clean Industrial Deal. It will support the construction and operation of two offshore wind farms, Hesselø and North Sea I Mid. Hesselø is expected to have a capacity of at least 0.8 GW and generate around 3.2 TWh annually, while North Sea I Mid is planned with a minimum capacity of 1 GW and annual generation of approximately 4.6 TWh.
The scheme is valued at €5 billion (DKK 37.6 billion) and was approved under the Clean Industrial Deal State Aid Framework adopted in June 2025. Support will be provided through a two-way contract for difference, in the form of a monthly variable premium.
The Commission concluded that the scheme meets the requirements of the framework. The support will be allocated through a competitive bidding process and structured as direct price support based on potential electricity generation capacity rather than actual output. This approach is intended to maintain market functioning and avoid compensation during periods of negative electricity prices, in line with European Union electricity market rules.
