Legal counsel for the Leading Light Wind offshore project has informed the New Jersey Board of Public Utilities that the project will not proceed. The letter, filed on 7 November, cited persistent challenges including supply chain issues, equipment and vendor difficulties, and evolving regulatory requirements.
The project was planned approximately 35 miles off the New Jersey coast and had been awarded a renewable energy certificate (OREC) in January 2024. Leading Light was expected to provide around 2.4 GW of electricity. Developers Invenergy and energyRe had been required to meet specific milestones under the OREC, but federal permitting delays and previous regulatory obstacles prevented progress. The companies had repeatedly sought extensions before concluding that construction could not move forward. The developers indicated they may consider future opportunities but do not see a pathway to complete the Leading Light project under the current OREC.
